§ 9-4. Wage plan.
The city council shall adopt, upon the recommendation of the city manager, a pay plan for all city employees as provided in section 4.02(b) of the City Charter. Such plan shall provide for employees to become eligible at specified periods for merit wage increases if recommended by their supervisor and approved by the city manager. The plan shall show the starting and maximum salaries for each position.
The wage plan shall be reviewed from time to time and modified as necessary to keep wages current. Cost of living increases may be granted to all employees as necessary without changing eligibility for merit increases. The monthly salary paid to each employee, plus earned overtime and other expenses as approved by the city manager, shall be full compensation for employment. No employee shall be reimbursed for any fees collected in the performance of his duties.
