§ 4-4. Building code.

  • (a)

    Adopted. There is hereby adopted by the city for the purpose of establishing rules and regulations for the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area, and maintenance of all buildings or structures within the city limits, that certain building code recommended by the International Code Council, known as the International Building Code, being particularly the 2015 edition, including all appendices and all subsequent revisions, standards, or supplements thereto, except as hereinafter amended. One copy of said code is on file in the office of the building inspector, and the same is hereby adopted and incorporated as fully as if set out at length herein, and the same shall be controlling in the construction of all buildings and other structures within the city limits.

    (c)

    Platting requirements. No building permit shall be issued for improvements on any of the following categories, until a plat for said property has been approved by the city council. Plats shall be required on the following property:

    (1)

    All new subdivisions including single tracts which have been cut from larger tracts, whether the larger (original) tract has been platted or not;

    (2)

    Older or existing tracts which are not part of a platted subdivision; or

    (3)

    Older or existing tracts which are part of a platted subdivision but have boundaries or lot lines which differ more than two percent from available municipal records.

    All plats required under this section shall conform to the requirements of the city's subdivision regulations. The city engineer shall have the authority to interpret only those areas dealing with platting and subdivision requirements.

    (d)

    Burglar bars. Before commencement of the installation of so-called burglar bars on any building, dwelling, or dwelling unit, a permit must be obtained.

    All such burglar bars to be installed will have devices that will allow the opening of such bars from within, so that persons may escape in the event of a fire.
