§ 3-1. Purpose and scope.

(a)

It is the purpose of this chapter:

(1)

To provide regulations by which the transmission of rabies to human beings and domestic animals can be prevented and controlled within the city;

(2)

To decrease the number of unwanted and stray dogs and cats within the city;

(3)

To encourage responsible animal ownership;

(4)

To protect the public health, safety and welfare of the city;

(b)

The provisions of this chapter shall not be construed to authorize the keeping of any animal in violation of any other city ordinance, state or federal statute or law.
