§ 2-5. Terrell Park Board.

  • (a)

    Terrell Park Board created; appointments. There is hereby created the Terrell Park Board which shall be composed of seven members who shall be resident citizens, taxpayers, and qualified voters of the city and who must meet the policy guidelines established by the city council for all board members of the city. Members of the board shall be appointed by a majority vote of the city council. All appointments to the Terrell Park Board shall be for a term of two years. Vacancies on the Terrell Park Board occurring other than through expiration shall be filled by the city council for that portion of the unexpired terms remaining.

    Term limitations —No appointed office holder shall serve more than three consecutive terms in the position to which the office holder was appointed.

    (b)

    Members to serve without pay. Members of the Terrell Park Board shall serve without pay.

    (c)

    Officers. The Terrell Park Board shall annually elect a chairperson and vice chairperson. The city manager or his designee shall serve as secretary. The chairperson shall preside over all meetings of the board and may call special meetings at any time. The vice chairperson shall act in the absence of the chairperson and shall have all the powers of the chairperson when so acting. The secretary shall keep minutes of all meetings and perform such other duties as requested from time to time by the chairperson.

    (d)

    Meetings of the board. The Terrell Park Board shall regularly meet at the city hall on the third Wednesday of each month. The board may by a majority vote change the time and place of a regular meeting to any other time or place. Notice of all meetings shall be given in accordance with Texas Open Meetings Law, as amended. Additional meetings may be called upon request of the chairperson or upon written request by three members of the board or upon notice from the parks and recreation director. Four members of the board shall constitute a quorum and any action taken at a meeting shall require the affirmative vote of a majority of the members present. All meetings shall be governed in accordance with the rules and procedures as established by the board.

    (e)

    General duties of the board. It shall be the duty of the Terrell Park Board to:

    (1)

    Make recommendations for the improvement and/or expansion of existing parks;

    (2)

    Make recommendations for the acquisition and development of additional parks;

    (3)

    Make recommendations for regulations regarding the use of the parks; and

    (4)

    Make recommendations regarding the annual operation, maintenance, and capital budget for the park system.

    (f)

    User organizations rules and regulations. User organizations based in the City of Terrell shall file with the Terrell Park Board the following:

    (1)

    Copy of organization's constitution and by-laws and annual filing of amendments.

    (2)

    List of organization's officers by name, address and work/home telephone number to be filed annually.

    (g)

    Absences. Members with three consecutive unexcused absences per calendar year from regular or posted meetings shall forfeit the unexpired portion of their term.
