§ 1-4. Municipal elections.
(a)
State law to govern elections. All elections pertaining to municipal affairs shall be governed by the election laws of the state.

(b)
Election judges and clerks.
(1)
Judges. The following person are hereby appointed as officers of the city elections in their respective precincts for a two-year term effective March 1, 1988.
District No. 2: E.P. Shaw, Presiding Judge Rosetta Harper, Alternate Judge District No. 3: Helen Sanders, Presiding Judge Ruby Brewster, Alternate Judge District No. 4: Thomas Hunter, Presiding Judge Marie Ballard, Alternate Judge District No. 5: Hollis Hindman, Presiding Judge Mrs. James Maxwell, Alternate Judge (2)
Absentee ballot board. An absentee ballot board is hereby created for a term of two years for the purpose of accepting and tabulating absentee ballots on election day. The following persons were appointed to the absentee ballot board:

Ruby Brewster, Member of Board
Each member of the board shall be compensated at the rate of $5.00 per hour, not to exceed a total of 15 hours per election.

Notice to judges. A copy of this subsection shall be delivered to each presiding judge named herein by the city secretary, not later than 20 days from the date of adoption, together with a current description of the election precincts as set forth in subsection 2.01(a) of the City of Terrell Charter, and a copy of the precinct map, if available.
(4)
Clerks and compensation of election officials. Each presiding judge shall appoint not less than two nor more than eight qualified clerks to serve and assist in the holding of said election, provided that if the presiding judge herein appointed actually serves, that the alternate presiding judge shall be a clerk. Each official shall be compensated at the rate of $5.00 per hour, not to exceed a total of 15 hours. Each presiding judge shall receive additional compensation in the amount of $25.00 for delivering the returns to the city secretary. Each presiding judge shall attempt to appoint at least one official fluent in both the English and Spanish languages.
(c)
Notice to persons elected and entry upon duties. It shall be the duty of the city secretary to notify all persons elected to office. All newly elected officers may enter upon their duties on the Tuesday following the canvassing of returns, provided that any officer may qualify at any time within 30 days following the day of election, otherwise the office may be deemed vacant and a new election held to fill same. In addition, any councilmember elected to represent a district must also submit a sworn affidavit certifying his or her residency qualifications for that elected office before entering such office. Such sworn affidavit shall be substantially as follows:

That I reside at _______ within the city limits of the City of Terrell, Texas, which is my home and fixed place of habitation, and a place within District No. _____.
That I have resided at said address for a period of six months preceding _______, 19___, (the last date on which a candidate's application for a place on the ballot could be delivered to the city secretary).
That I will immediately advise the city secretary of any change of residence, whether temporary or permanent; and
That I understand that if my residence changes to a place outside of District No. _______, that pursuant to the Charter of the City of Terrell and its Code of Ordinances, that I must immediately resign my post as councilmember from District No. _______, which vacancy shall be filled by special election or appointment, at the discretion of the city council and in accordance with applicable law.

Polling places.
(1)
Early voting, both by personal appearance and by mail, will be conducted by the city secretary in accordance with the Texas Election Code. The polling place for early voting by personal appearance shall be:
Terrell City Hall, 201 East Nash Street, Terrell, Texas
Early voting shall commence on and continue through the dates as required by the Texas Election Code, and early voting shall be held on the dates and times ordered by the officer in compliance with the Texas Election Code.
(2)
The general election, both by personal appearance and by mail, will be conducted by the city secretary in accordance with the Texas Election Code. The polling place for the general election by personal appearance shall be:
Terrell City Hall, 201 East Nash Street, Terrell, Texas
The general election shall commence on the date as required by the Texas Election Code.
