§ 1-14. Public library and regulations.

  • (a)

    Public library recognized as city department. The public library of the City of Terrell is recognized as a department of the city government of the City of Terrell as a free public library available to the citizens of Terrell and Kaufman County and supported by annual budget appropriations of the city and County of Kaufman.

    (b)

    Library director. The city manager shall appoint a library director who shall administer the library services and programs of the city. The library director shall be responsible to the city manager concerning the affairs of the municipal library services. In addition to other duties, the director shall also keep minutes of the library advisory board.

    (c)

    Library cards. Any resident of the City of Terrell or the County of Kaufman may obtain a library card by filing an application along with proof of residence with the library.

    Upon completion of the application, the library card will be mailed to the individual. There shall be no charge for a county resident to obtain a library card.

    Any noncounty resident wishing to receive a Terrell Public Library card will be required to pay a user's fee determined by the city council and library board. They must verify their address and fill out an application form.

    (d)

    Borrowing library material; failure to return materials. Library materials are borrowed by presenting a card. The material is then checked out and a date is set for returning the material. Only ten items per check per card will be allowed.

    It is the responsibility of the card holder to return the material by the end of the working day of specified return date on the checked out material. Every person who shall take or borrow from the library any type of material and neglect, refuse, or fail to return the same within 30 days of the day of mailing a notice by registered mail with return receipt requested to his address, shall be deemed guilty of a misdemeanor.

    (e)

    Defacing library property. Every person who shall willfully or wantonly cut, mutilate, mark, tear, write upon, deface or otherwise destroy or injure in part any book, pamphlet, periodical, map or document, picture or written or printed paper belonging to the public library, or shall suffer any such injury to be inflicted while such property is in his custody, or shall willfully or wantonly injure any of the furniture or property in the building of the public library, or shall willfully or wantonly mark or deface or in any way injure the public library or any part thereof, or any fixtures therein or appertaining thereto, shall be deemed guilty of a misdemeanor.

    (f)

    Library community room. There is located in the library a community room capable of accommodating approximately 50 people. This room shall be used by the library for the purpose of conducting library activities. Any public group may make application to the library director for use of the.

    (g)

    Library fees. The fees and charges for library materials and services shall be as provided for in the Fee Schedule, Appendix 1.
