§ 11-52. Bicycles.
(a)
Application of traffic laws to bicyclists. Every person riding a bicycle upon the streets of the city shall be subject to the provisions of all traffic rules and regulations applicable to the driver of any vehicle, except those which, by their very nature, can have no application.
(b)
Parents and guardians not to permit violation of these regulations. The parent of any child or guardian of any ward shall not authorize or knowingly permit any such child or ward who would not be subject to prosecution in the municipal court to violate any of the provisions of these regulations.
(c)
Lamps and reflectors required. Every bicycle operated after sunset and before sunrise shall be equipped with a lamp on the front, exhibiting a white light visible from a distance of at least 500 feet to the front, and with a lamp on the rear exhibiting a red light visible from a distance of 500 feet to the rear; except that a red reflector may be used in lieu of a rear light.
(d)
Clinging to vehicles. It shall be unlawful for any person riding upon any bicycle to attach such bicycle, or himself, to any car or moving vehicle upon any street or roadway in the city.
(e)
Acrobatics, stunt riding, racing prohibited. No rider of any bicycle shall remove both hands from the handlebars, or feet from the pedals, or practice any acrobatics or stunt riding upon any streets, nor shall any person operating a bicycle upon a street participate in any race for speed or any endurance contest.
(f)
Riding with other bicyclists. Persons riding bicycles upon the streets of the city shall not ride more than two abreast, except on paths, parts of streets, or places set aside for the exclusive use of bicycles.
(g)
Carrying other persons on bicycles. The operator of any bicycle, when in use on a street in the city, shall not carry any other person upon the handlebars or frame of any such vehicle, save an adult may carry a child under five years of age.
(h)
Carrying packages or other articles on bicycles. No person riding a bicycle shall carry any packages, bundles or articles of any kind that would prevent the rider from having complete control of such bicycle, and no rider or operator of such bicycle shall carry in one hand any packages, bundles or articles while operating such bicycle, but such packages, bundles or articles shall be carried in a basket, or in a bag, attached to such bicycle so that the operator or rider of the bicycle will have the use of both hands for the operation and control of same, and so that the rider or operator will not be endangered, or his position made unsafe upon the streets.
